Senator Rucker moved to amend the House of Delegates amendment to the bill on page three, section one hundred thirteen, line forty-three by striking out all of subdivision (10) and inserting in lieu thereof a new subdivision (10) to read as follows:

(10) Any school education program which is operated by a grantee under 42 U.S.C. § 9801 et seq., the federal Head Start Program.
